I'm supposed to use a "summoning circle" in order to do something and I don't know what that means.

If you're an alliance

If you're an alliance warlock and in Stormwind you'll receive a few quests that send you to the summoning circle to summon something. It's downstairs a bit from the Warlock trainer, it can be difficult to find but it's there.
