I'm a 70 Hunter MM spec with a terrible Hit Rating of 22......
What gives, what am i doing wrong? My guild says 125 is a respectable EVP hit rating for raids....
It's almost like i missed a training step or something...

First of all if you think about raiding, change spec into Beast Master. It provides higher dps than MM with lesser mana usage (yes BM is top dps build for hunters). Typical dps spec would look like this one http://www.wowhead.com/?talent=ctbM0gxRwuVoVVbRV
As for hit rating - hit cap for raiding is 142 hit rating, no less no more. It is important to achieve this number (because of new 2 roll mechanic hunters are using at the moment - first roll to decide if our shot hit the target, second to decide if it critted or not). With Moonkin (with Imp. Fearie Fire) it's 3% less.
