At 265 (and no earlier) you'll need to head to Tanaris and visit Derotain Musdippper. He is located by the forge in Gadgetzan. When you visit him bring plenty of Thorium because you will have to give him Thorium in order to buy the Imperial Plate Belt and Imperial Plate Bracers patterns (it is 10 Thorium Bars for each of these patterns). He also sells various other patterns for Thorium.
